Meeting of Rice Farmers Association of Nigeria ( RIFAN), Ogun State Branch
The Desk Officer, Ogun State MNRDP , Mr. A.O. Osiyoye participated in a meeting organized by the Rice Farmers Association of Nigeria( RIFAN), Ogun State Branch, held on the 29th of April, 2011 at OGADEP's Training Hall. The meeting was chaired by Pastor Bode Adenekan ( RIFAN Chairman). The purpose of the meeting was to inform the Rice farmers about the commencement of work on the Rural Feeder Roads in the State, and to solicit the farmers cooperation with the contractor.
The Desk officer read out the list of all the NERICA rural feeder roads in Ogun State.
The Chairman spoke extensively to persuade and encourage the rice farmers to repay their MNRDP loans.
At the end of the brief meeting which lasted for about three(3) hours, RIFAN members in Ogun State expressed their profound gratitude to MNRDP Abuja, AfDB,and OGADEP for the kind gesture.
In attendance were 43 Rice farmers spread across the State

Visitation of the MNRDP Officials & Contractor on Rural Feeder Roads to Ogun State
Tundis Nigeria Ltd, the Contractor for the 75.9Km Rural Feeder Roads for the Nerica Rice Farmers in the Ogun State, and officials of the MNRDP Abuja paid a visit to Ogun State on Tuesday 19th and 20th of April, 2011. The Contractor team was led by Engr. Tunde Faboyo ( CEO) and included Svr.Israel Adeniran, and Mr. Bolu Dahunu. The MNRDP Abuja team comprised Mr.Kunle Adeoye who represented the NPC, and Mr. S.O.Ali ( Agric.officer/M.& E Assisitant).
The purpose of the visit was the introduction of the contractor and Site Inspection .
A formal reception and meeting was held with the Ogun State Desk Office, comprising Mr.I.O.Phillips ( Programme Manager,OGADEP), Mr.A.O.Osiyoye ( Desk Officer), Mr. D.O.Onigbinde ( M.& E. Officer) and Mr.T..Odunoye ( Accountant) . After this, the team with officials of Ogun State Desk office set out for inspection of the sites which spread through the 4 zones of the Ogun State Agricultural Development Programme (OGADEP), viz; Ikenne, Ijebu-Ode, Ilaro and Abeokuta Zone.

Meeting with extension agents and farmers representatives.
Minutes of meeting
The meeting was held at the OGADEP Headquarters on Thursday, 7th of April 2011. The meeting started at 10.00am with an
opening prayer said by Pastor Bode Adenekan. This was followed with self introduction by all participants. The meeting
was anchored by the desk officer, Mr. A. O.Osiyoye, He tendered apologies on behalf of the Programme Manager for
inability to be physically present at the meeting due to other official engagements. The desk officer briefed the
participants on the purpose of the meeting.
In attendance were Ms.T.O.Ayansanwo (OGADEP Head of Extension), Pastor Bode Adenekan (Ogun State RIFAN Chairman),
Mr. J.O. Israel ( Ultimate Food Nig.Ltd), Mr. Tade Adeneye JP.( Rice Miller), Mr. Akinniyi Olufemi ( JDPC Project officer)
, Mr. D.O.Onigbinde (Nerica M.& E. officer), Mr. T.Odunoye ( Nerica Accountant),Extension Agents working on Nerica Rice
Project, and representatives of Nerica Rice farmers from different Local Government Areas across Ogun State. A total of 33 participants was recorded, excluding officers from the Desk office.
It was a one-day programme, and issues discussed included the following
This year Planting: Seed availability & Quantity required for planting by each farmer
Recovery of Debts
Farmers’ Sustainability Account
Running of expected Nerica Rice Mill: P-P-P Arrangement
Information on the development of MOU for the Rice Mill
Need for regular meeting of the Desk office with farmers
Extension Phase of Nerica-1
Information on Field Equipments
The Desk officer also elucidated salient issues in the Communiqué issued at the Implementation Review Workshop
held between 13 – 16th February, 2011 in Akwanga, Nazarawa State.
Resolutions
Farmers with the NERICA Rice Seeds should submit samples for Viability Test through the EAs on or before Friday 15th April, 2011.
The under listed farmers are some of those that are still having seeds which we believe can still be distributed for this year planting programme once the viability are confirmed by the Quality Control Officer.

It was resolved at the meeting that the Desk office should be convening this kind of meeting four (4) times

The Desk office was asked to expedite action on the conduct of rice processing training programme with NCRI
The marketer resolved that grains would be collected from the rice mill once the operations are concluded.

This Memorandum of Understanding (hereinafter referred to as “MOU”) is written to give formal effect to the following arrangement of operating a rice mill facility between the ………. Agricultural Development Programmes (ADPs), and Nerica Rice Farmers Apex body whom shall be referred to as the implementing units,

Objective:
The MNRDP is desirous to provide two processing mills in each implementing state to support the development of downstream activities in other to improve the quality of milled rice towards achieving import substitution and food security.
PART ONE
In this connection, the following stipulations and conditions shall apply to the beneficiary under this agreement.
1. The facility shall be operated on Public Private Partnership (PPP) arrangement.
A) Beneficiary
1 The beneficiary shall operate the rice mill facilities on owner occupier basis for the purpose of producing milled Nerica rice grains for processing, packaging and sales.
2. The beneficiary must be a member of Nerica Rice Farmers group in the state where the facility is located.
3. In operating the facility priorities must be given to Nerica Rice processing before any other varieties.
4. The beneficiary must be ready to deposit 10% of the cost of the facility before the facility is allowed to be operated upon.
5. A maximum of five (5) years will be allowed to the beneficiary to offset the total cost of the facility before the facility becomes his/her property.
6. Repayment dues on the facility should be paid into the Nerica Rice Farmers Apex group dedicated support fund account quarterly.
7. The beneficiary must keep records of the daily transactions.
8. The day to day operation and maintenance of the facility should be the responsibility of the beneficiary.
9. The beneficiary shall be willing to receive at short notices, monitoring and supervisory teams from authorized stakeholders.
Agricultural Development Programmes (ADP)
1 The Desk Office should monitor and supervise the operation.
2 The ADP will liaise with the Nerica Rice farmers group apex body for the selection of the beneficiary
3 The ADP shall link up with the beneficiary and provide technical back stopping as and when need arises.
4 The ADP will link with Nerica Rice farmers apex body to make sure that repayment are collected and lodge appropriately into the dedicated account.
5 The ADP should facilitate provision of infrastructures and installation of the facility as well as the training of the beneficiary.
Nerica Rice Famers Apex Body
1) The body should supervise the operator.
2) Ensuring recovery of repayment and depositing into the account.
3) The apex body should ensure the judicious use of proceeds in other to multiply project gains.
PART TWO
Termination:
The MOU will cease to be effect when the beneficiary renege(s) on the agreement enter therein or at completion of repayment.
PART THREE
Whereas both parties have mutually discussed and agreed to the said details specified in PARTS ONE and TWO, this agreement is signed for record purpose, this
